3、投标人资格要求

投标人应具备的资格或业绩：1)投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；2)投标人必须是制造商或代理商投标；若为代理商，需提供制造商出具的针对本项目的唯一授权函；3)投标商所投品牌的阀门在2023年1月1日前（以合同签订日期为准），至少具有3项在中华人民**国境内加氢裂化装置中的供货业绩（每项业绩中至少包含8台阀门，且业绩中的规格能覆盖招标文件所列阀门的磅级、口径、材质），业绩中所提供的产品与本次投标产品产自相同的原产国。需提供业绩表（包含业主联系人及联系方式）、原产地证明文件、合同复印件（至少包括合同签订时间、项目名称、装置规模、装置名称、阀门规格（磅级、口径、材质）、阀门数量、签章页；若合同复印件不能体现上述内容，可配套提供技术协议/数据表等证明材料）；若投标文件提供的业绩证明材料不满足上述要求，则视为无效业绩。4)投标人及制造商未处于被中国石化给予风险停用、违约停用处理期内，以开标当日招标人现场查询为准。5)投标人应****银行在开标日前三个月内开具的资信证明原件或复印件；6)投标人在投标前应在必联网（https://www.****.com）或机电产品招标投标电子交易平台（https://www.****.com）完成注册及信息核验。7)本项目不接受联合体投标。

3.Qualification Requirements For Bidder

Qualifications or Performance：1)The bidder has a valid business license (bidder from within the territory of P.R.C.)/operation license (bidder from outside the territory of P.R.C.), and a copy of the corresponding certificate is required; 2)The bidder must be a manufacturer or an equipment agent; if the bidder is an equipment agent, sole authorization letter for the bid from the manufacturer is required; 3)Before January 1, 2023 (based on the contract signing date), within the territory of People's Republic of China, the bidding brand shall have at least 3 sets per-formances in hydrogenation cracking units (each performance shall have at least 8 sets valves, and the specifications in the performances must cover the class, diameters, materials listed in the bidding documents). The products pro-vided in the performance must be produced in the same country of origin as the bidding products. A performance table (including the contact person and contact information of the end-user), certificate of origin document, a copy of the con-tract (including at least the signing time of the contract, the name of project, plant scale, plant name, valve specifications (class, diameters, materials), valve quantity, signature page; if the contract cannot show requirements mentioned above, bidders shall provide technical agreement or data sheet copy matching the contract); If the performance proof materials provided in the bid do not meet the above requirements, they will be considered as invalid performance. 4)The bidder and the manufacturer are not in the period of risk suspension or default suspension given by Sinopec, and the on-site inquiry of the bidder on the date of bid opening shall prevail. 5)The bidder shall provide the bank reference letter issued within three 3 months prior to the time of bid opening in original or its copy; 6)The bidder needs to register and verifications before the tender on www.****.com or www.****. 7)The consortium will not be accepted.
