(c)本项目的特定资格要求：（3）施工现场项目管理机构拟派人员配备要求：最低应为4人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员各1名，上述人员须为本市园林绿化企业人员库内人员；
（4）园林绿化施工企业项目负责人须具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》，且无本市在建项目记录，且需具有园林专业中级职称；
（5）符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（6）本项目专门面向中小企业采购；
（7）本项目不接受组成联合体。

(c)Specific qualification requirements for this program: (3) The personnel allocation requirements for the construction site project management organization are as follows: the minimum number of personnel should be 4 or more, including 1 person in charge of the landscaping project, 1 safety officer, 1 quality officer, and 1 material officer. The above personnel must be from the personnel pool of the landscaping enterprise in this city; (4) The project leader of a landscaping construction enterprise must hold a "Quality and Safety Production Assessment Certificate for Landscape Construction Enterprise Project Leaders", have no record of ongoing projects in the city, and possess an intermediate professional title in landscaping; (5) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (6) This project
