1. 采购条件

根据有关计划安排，我单位对****安嘎特供水5号隧洞设计建造项目进水口水下破拆工程分包 进行公开竞争性谈判采购。本项目已具备采购条件，现邀请有意向单位参加本项目报价。

1. Procurement Conditions

According to the relevant plans and arrangements, our company is conducting an open competitive negotiation and procurement for the subcontracting of the underwater demolition works at the intake of the Angat Water Supply Tunnel No. 5 Design and Construction Project in the Philippines. The project has met the necessary procurement conditions, and we hereby invite interested parties to submit their quotations for participation in this project.

The design and construction project of the Angat Water Supply Tunnel 5 by the Philippine national company - underwater demolition project at the inlet. The engineering quantity is as follows:

待闸门闭水试验完成后进行围堰拆除及进水口上游防护结构施工，包含临时防渗墙（厚度为0.8m、高度7.4m、长度9.7m，体积约57.5 m3 ）拆除、水下岸坡拆除及雷诺护垫施工及安装（尺寸详见第四章 技术需求 附件B-1），拆除不能使用爆破。

After the completion of the closure water test for the sluice gates, the dismantling of cofferdams and construction of upstream protective structures at the inlet will commence. This includes the removal of the temporary diaphragm wall (with a thickness of 0.8 meters, height of 7.4 meters, and length of 9.7 meters, totaling 57.5 m3), demolition of underwater slopes, and installation of Reno mattresses (refer to Chapter 4 Technical Requirements Attachment B-1). Explosive methods are prohibited for the dismantling process.

﹒ Clean and prepare the construction area.

﹒ After ensuring compliance with the design requirements, during actual construction, the thickness of the Reno mattress needs to be adjusted based on the geological conditions observed beneath.

﹒ Before laying Type B Reno mattresses, the slope ratio should meet the design requirements as showed in Chapter 4 Technical Requirements Attachment B-2.

报价人资格要求（以下条件需同时具备） ：

1) 资质条件：在菲律宾境内注册的法人，营业范围包含施工作业资质, 确保获得所有必要的许可和批准，以进行水下破拆工程，要有类似的工程经验或提供已完成的类似工程名称。

2) 信誉要求：未****集团有限公司限制投标的专业范围及期限内、未处于菲律宾安嘎特供水5号隧洞设计建造项目业主黑名单内；

3) 质量要求：要使用适当的设备和工具进行破拆，确保拆除的准确性和精度；要有对水下结构的检测和评估，以确定损坏程度和维修需求；按后续合同要求提供质保期；

4) 财务要求：财务信誉良好，提供近3年财务报表以供审查；

5) 其他要求：

﹒ 按照设计图纸要求，制定符合咨询方规定要求的施工方案；

﹒ 遵守环境法规，采取措施减少污染，确保水下破拆工程不会对水质及水域生态系统造成不可逆的损害；

﹒ 水下工作人员必须具备必要的培训和资质、必须使用适当的安全装备和工具，如潜水服、潜水面罩、氧气瓶、通信设备等；

﹒ 要有实施紧急救援计划的应急方案；

﹒ 要有有效的通信和监控手段，确保工作人员和地面间的有效沟通以及工作进度和质量的有效记录；

﹒ 雷诺铅丝笼护垫施工中，金属丝笼的材料应该提供满足设计图纸的要求的证明文件或实验报告。护垫内填充设计图纸中相应规格指标的石块；

﹒ 雷诺铅丝笼护垫施工中必须按照与已完成的闸门建构筑物相对应的标高进行设置。由于标高产生的开挖承包商需要相应的考虑；

﹒ 由施工设备噪音造成的影响，由承包商为主体，发包方辅助解决；

﹒ 关于水下需要开挖至设计标高的土方量以及对于开挖产生的废料的弃置点均由分包商自行考虑；

﹒ 采购人不接****公司（企业）法人组成的联合（营）体的报价。

Bidder Qualification Requirements (All Conditions Must Be Met):

1) Qualification Requirements: A legal entity registered within the Philippines, with a business scope that includes qualifications for construction operations, ensuring the acquisition of all necessary permits and approvals for underwater demolition projects, and having similar project experience or providing completed projects with similar specifications.

2) Reputation Requirement: The bidder should not be within the restricted bidding scope and period of China Communications Construction Group Ltd. and should not be on the blacklist of the owner of the Angat Water Supply Tunnel No. 5 Design and Construction Project in the Philippines.

3) Quality Requirement： Proper equipment and tools should be used for dismantling to ensure the accuracy and precision of the dismantling; There should be inspection and evaluation of underwater structures to determine the degree of damage and maintenance needs; Provide warranty period as required by subsequent contracts; Financial Requirement: Good financial reputation, providing financial statements from the past 3 years for review;

5) Additional Requirements:

﹒ Develop a construction plan in compliance with the consulting party's specified requirements, as per the design drawings.

﹒ Compliance with Environmental Regulations: Ensure strict compliance with environmental laws and regulations. Implement measures to reduce pollution and guarantee that underwater demolition operations will not cause irreversible damage to water quality and aquatic ecosystems.

﹒ Qualifications and Safety Equipment for Underwater Workers: All underwater personnel must possess the necessary training and qualifications. They must use appropriate safety equipment and tools, such as diving suits, diving masks, oxygen tanks, communication devices, etc.

﹒ Emergency Response Plan: Develop and implement an emergency response plan for unforeseen situations or accidents.

﹒ Effective Communication and Monitoring: Establish effective communication and monitoring mechanisms to facilitate communication between the workforce and the surface team. Ensure that progress and quality are well-documented.

﹒ For the construction of Reno mattress wire cage protection, provide proof documents or experimental reports for the wire cage materials that meet the requirements specified in the design drawings. Fill the mattress with stones according to the corresponding specifications indicated in the design drawings.

﹒ During the construction of Reno mattress wire cage protection, the elevations must be set according to the elevations corresponding to the completed gate and structure. The excavations due to elevation changes need to be duly considered by the excavation contractor.

﹒ Address the impacts caused by construction equipment noise, with the contractor taking the lead and the contracting party providing assistance in resolution.

﹒ The amount of earthwork that needs to be excavated underwater to the design elevation, as well as the disposal site for the generated excavation waste, are both to be taken into account by the subcontractor.

﹒ No Acceptance of Joint Bids: The procurement entity does not accept quotations from joint ventures or consortiums consisting of two or more corporate entities.
