Tendering Documents for CARBON STEEL PIPE of East African Crude Oil Pipeline Project

Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.

2.1项目概况：东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主****公司（上游，联络线部分）****公司。计划工期为27个月。

East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.2 招标范围：本次招标采购物资详见下表 Scope of Supply:

溢短装：保米数交货，单个规格多交不超一支，按实际交货数量进行结算

2.3 交货地点 Delivery place：

中国投标人：2寸及以上钢管，货交国内买方指定地点，中****公司（**市**新区（大港）世纪大道180号），人民币含税交货价；2寸以下钢管，货交**港/**港买方指定地点，人民币含税交货价。 国外投标人：2 寸及以上钢管，DDP中国中****公司****基地(**市**新区（大港）世纪大道180号)；2 寸以下钢管，CIF Mombasa Port, Kenya 和 CIF Dares Salaam Port,Tanzania。

Chinese bidders(applicable to the bidder of origin in China):

2 inch and above Carbon Steel Pipe, The goods shall be delivered to follow address in China,

180 Century Avenue, Binhai New Area (Dagang), Tianjin.

Under 2 inches Carbon Steel Pipe, the goods shall be delivered to Tianjin/Shanghai Port in China,

Product prices，13% VAT，completion data charges，packaging，insurance, test charges and everything before delivery to the buyer all costs.

Outside China bidders:

2 inch and above steel pipes, DDP 180 Century Avenue, Binhai New Area (Dagang), Tianjin, China;

Under 2 inches Carbon Steel Pipe, CIF Mombasa Port, Kenya and CIF Dares Salaam Port, Tanzania USD prices.

2.4 交货期 Delivery time：

最短交货期。

The Tender should provide its shortest delivery time.

Bidder qualification requirement

本次招标 不接受 联合体投标。

Bids from joint venture are not accepted.

3.2本项目的投标人须具有独立法人资格，为此项目的专业生产、制造、安装、****制造厂商或贸易商，对其提供的货物和服务负全面责任。

The Tenderer shall be a manufacturer or Trader who specified by owner and who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.

3.3 本次招标要求投标人须具备 ISO9001相关体系认证，企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力。制造商直接投标，还需API 5L证书。若代理商或贸易商投标，还需提交制造商的ISO 9001证书和API 5L证书。

Qualification requirement: The bidder should have the ISO9001 system certification, (including but not limited to business license or registration certificate, etc.) and have the supply capacity corresponding to the tender project. Manufacturers bid directly and are required to submit API 5L certificates. For non-manufacturer bids, manufacturer's ISO 9001 and API 5L certificate are required.

财务要求：

提供 3 年度（2020-2022）财务报告，****事务所或审计机构审计的财务会计报表（未完成2022年财务审计的可提供2019-2021年的财务审计报告），包括但不限于资产负债表、现金流量表、利润表和财务情况说明书（或报表附注）的复印件。不存在进入清算程序、被宣告破产或其他丧失履约能力的情形；成立日期晚于要求年份的，从成立年起计算。
Financial requirement: The bidder should provide financial reports for 3 years(2020-2022), including but not limited to balance sheets(If the financial audit for 2022 has not been completed, the financial audit for 2019 to 2021 can be provided), cash flow statements, income statements and financial statements.The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2019, it shall be counted from the year of establishment.

3.5 信誉要求（适用于中国厂家）：Credit requirements:

在国家企业信用信息公示系统（http://www.****.cn)、信用中国网站（www.****.cn）未被列入严重违法失信企业名单或失信被执行人名单。

The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.****.cn)and credit China website ()

其它要求：

投标人未****集团有限公司/中国石****公司列入黑名单、暂停投标资格或取消投标人资格或禁止准入。

• Acquisition of Tendering Documents

4.1 发售时间：

凡投标者，请于 2023年 10 月 8 日至 2023年 10月 13 日（**时间，下同）通过电汇方式购买。招标文件以正式发出电子版为准，招标人不提供纸质版招标文件。
