1. ****公司（招标代理机构）受****（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料：投标人须提供承诺函。

③ 投标人未被列入中国中化供应商黑名单库（名单以投标截止时间为准）；

5) 财务和经营状况要求：没有处于破产、资产冻结、财产被接管、被责令停业、投标资格被取消等状态，且在 2018 年以来财务状况良好，具有足够资产及能力来有效地履行合同。

证明材料（装订在投标文件中）：投标人须提供承诺函加盖投标人公章。

6) 投标人必须是制造商，本项目不接受代理商投标。

证明材料：投标人需提供制造商资格声明加盖投标人公章。

7) 投标人具有有效的中华人民**国****总局颁发的特种设备制造许可证（压力容器A1）。

证明材料：投标人须提供相应证书复印件加盖投标人公章。

8) 业绩要求：投标人应至少具有1套10万吨/年及以上规模LDPE或EVA装置高分、高循分离器的供货业绩。

证明材料：投标人须提供业绩表，证明有相似工况下设备的制造经验（标明型号、用户名称、用户联系人和电话、用户所在地、投用时间、装置规模等），并出具销售合同关键页(首页及签字页)或最终验收证明复印件。若投标人投标文件提供的业绩表及所出具的合同或最终验收证明不满足上述全部要求，则视为没有业绩。

9) 本项目不接受联合体投标。

****委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2024年1月12日至2024年1月19日在下列地点网上报名和下载招标文件，平台使用及技术支持费为1000元人民币或150美元。任何****公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

4.2投标须知（重要）：

（1）投标文件（纸质文件+电子文件）须按招标文件要求密封后于投标截止时间前送达或邮寄至开标地点，否则不予接收。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international bidding.

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have a valid business license for domestic bidder or business license certificate for foreign bidder.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

3) The bidder shall successfully register on China International Tendering Website (hereinafter referred to as bidding.com , website: http:// www.****.com) before bidding.

4) Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders must not been listed in the national enterprise credit information public display system or in the business exception list, and not been listed in the Credit China website (www.****.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.

Supporting materials: The bidder should provide Credit China (www.****.cn) and National Enterprise Credit Information Public Platform (http://www.****.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.

② From January 1, 2020 to present, the overseas bidders must have no bad performance records or serious quality problems in China, otherwise their bids will also be rejected.

5) Requirements for financial and operational status: not in a state of bankruptcy, asset freezing, property takeover, ordered to cease business, or disqualified from bidding, and in good financial standing since 2018, with sufficient assets and capacity to effectively fulfill the contract (bidders must provide a letter of commitment stamped with the official seal of the bidder).

6) The bidder must be a manufacturer, the agent bidding is not accepted for this project.

Supporting documents (bound in the bidding documents): Bidders are required to provide a manufacturer's qualification statement stamped with the bidder's official seal;

7) The bidder has a valid Manufacturing License for Special Equipment (Pressure Vessel A1) issued by the State Market Supervision and Administration of the People's Republic of China.

Proof materials (bound in the bidding documents): must provide a copy of the corresponding valid certificate.

8) Performance requirements:

Bidders should have at least one set of high pressure separation / recycle knock-out vessels supply performance of 100 KTA or above LDPE or EVA plant.

Proof material: the bidder shall provide performance table to prove that it has experience in manufacturing equipment under similar working conditions (indicating the model, user name, user contact person and telephone number, user location, commissioning time, plant size, etc.), and issue a copy of the key pages of the sales contract (the first page and the signature page) or the final acceptance certificate. If the performance table provided in the bidder's bidding document and the contract or final acceptance certificate issued do not meet all the above requirements, it will be regarded as no performance.

9) The Joint Venture bidding must not be accepted in this bidding project.

The tenderee and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.1 Registration instructions (important):

(1) Online registration and downloading bidding documents: Login to Sinochem Commerce Electronic Bidding Platform (e.sinochemitc.com), potential bidders need to register online first (free of charge), pay the platform use and technical support fee online, and after payment, the bidders can download the bidding documents and VAT electronic ordinary invoice. (2) After obtaining the bidding documents, the bidders need to register (free of charge) on the SCM platform of Sinochem Energy Procurement Supply Chain (https://scm.****.com) and download [Platform Notice] Operation Guide for Bidders to Participate in Bidding Projects . Sinochem Energy Bid Manager , and upload the bid acquisition certificate (invoice) (must be uploaded before the deadline for obtaining bidding documents, otherwise it will lead to the bidder's inability to upload electronic bid documents), after the audit, the bidders need to click on “[bidding document download]” in SCM platform to carry out the subsequent process, SCM platform technical support telephone: 400-****-8227 ext. 2.

4.2 Bidding instructions (important):

(1) Bid documents (paper documents + electronic documents) must be sealed according to the requirements of the bidding documents and delivered or mailed to the bid opening site before the bid submisson deadline, otherwise the bid documents will not be accepted.

(2) If potential bidders purchased the documents confirm their participation in the bidding, the bidders must go to the home page of SCM collection platform of Sinochem Energy (https://scm.****.com) and complete CA binding according to the prompts before submitting the bidding documents online. Without CA, the bidders will not be able to sign, encrypt and submit the bid documents. After completing the binding of CA, download the bid manager tool (with operation manual) from SCM procurement platform of Sinochem Energy and complete the submission of bid documents through the bid manager, the sign of completion of the whole process is the supplier gets the bid receipt .

(3) When the electronic version of the document is inconsistent with the paper document, the paper document shall prevail.
